Case Study

National Rainbow College Fund (NRCF)

Strategy

The National Rainbow College Fund (NRCF) represents a groundbreaking initiative launched by San Diego Foundation in the fall of 2024 as the first scholarship program designed exclusively to support LGBTQ+ students pursuing higher education, regardless of whether they are publicly out. This critical differentiator addresses documented barriers facing LGBTQ+ students, who carry $16,000 more debt on average than their cisgender/heterosexual peers, with 60% regretting their student loan decisions.

LGBTQ+ students face unique challenges – social acceptance, mental health issues, family rejection – that hinder their ability to afford college.

The strategic vision extends beyond California, with plans for national expansion, creating a vital resource for LGBTQ+ students attending universities, community colleges, trade schools, and vocational programs nationwide.

Landis partnered with NRCF to create a rapid implementation framework requiring simultaneous development and execution

Implementation

The multi-faceted approach included:

Communications & Outreach: Comprehensive media relations generated significant press coverage while establishing foundational website content and messaging frameworks. Strategic social media presence development across platforms created multiple audience touchpoints.

Fundraising Strategy: Multi-tiered donor cultivation targeting existing San Diego Foundation supporters, LGBTQ+ community members, allies, major gift prospects and direct response campaigns with matching gift opportunities.

Student Engagement: Development of compelling first-person storytelling using asset-framed narratives and diverse spokespeople representing students both “in” and “out” of the closet.

Digital Marketing: SEO-optimized website, segmented email campaigns, paid social media advertising, and lead generation through advocacy petitions and educational content.

Results

The inaugural funding cycle demonstrated strong community response with 543 completed applications, significantly approaching the 600+ application goal. The program successfully awarded 148 scholarships from an initial cohort of 40 recipients, indicating robust demand and effective outreach. National media attention helped drive this engagement, with press coverage reaching over 300 million UVM between October 2024 and June 2025.

Early metrics show the strategic foundation effectively addresses documented needs within the LGBTQ+ student community. The program established critical baseline data for measuring future success in improving educational access, reducing financial barriers, and supporting student retention and completion rates.

As NRCF completes its first cycle, the outreach through social media platforms, community partnerships, and strategic media placement positions the fund for sustainable growth toward national expansion goals.
